Lacktation tests are one of the indicators of gender-based corruption. A Lacktation Test is a positive test - it finds women and passes them, but men are excluded. Lacktation tests can also be the arguments that allow women to avoid the test outright.
An example of a lacktation test is the response to Goward's comment that Australian men who work "need an autocue to remember their children's names" - see dicktation test discussion.
Although Goward's comments were noted in the media, there was no criticism. There wasn't even questioning of whether this was an appropriate comment for a Sex Discrimination Commissioner to make. But if a man made a similar comment about Australian women - e.g. "they need a map to find the filing cabinet" - there would be an explosion of criticism.
I believe some men lodged complaints with HREOC about Goward's comments. However, I will not comment further until I have verification of that.
We do know that HREOC didn't make any public clarification or apology. So we presume they stand by Goward's description of Australian men as "needing an autocue to remember their children's names".
What makes this a 'lacktation test' is that everyone looks the other way, solely because Goward is a woman. The lacktation test is functioning here to allow Goward to avoid being held to the same standard as men.
This is 'corruption' because it bestows a benefit onto Goward by allowing her to avoid sanction and embarrassment.

Manlove is one of several new terms to describe a close relationship between heterosexual men. Other emerging terms include bromance (from romance), mandate (men spending time together) and mancation (men go on holiday together).
These terms were initially developed by women, and were used to mock men. This is consistent with the anti-consorting provision of fundamentalist wimdria law - male relationships are seen as damaging to women.
In many areas, relationships between heterosexual males are under sustained attack.
At a personal level, women mock men's relationships, to express their disapproval, and to try to restrict and control 'their' men.
At a public level, men-only clubs are banned, and men talking around a BBQ is derided as a negative image.
Educators and commentators reinterpret traditional models of close male relationships, such as Shakespeare's Romeo and Mercutio, in terms of the likelihood that they are homosexual.
At the same time, men are derided for not talking to anyone, and not being able to express their emotions. This is also offered as a reason for men's poor health outcomes.
However, in spite of all this, men have embraced terms like mandate and bromance. The terms are now owned by younger men who use the words to describe their close relationships with male friends, without any sense of shame.
Interestingly, young men use the terms in a defiant way. This reflects a new determination to reclaim, and hold onto, supportive male relationships, instead of being bullied out of them.
It's a good sign.
The Movember movement is another indication of younger men defiantly reclaiming maleness, and male relationships, as a positive part of their lives.
Men's Rights is an expression used mainly by women. It is often used in a disparaging way, to mock men, and to dismiss the notion that men could have a voice in public policy.
This site isn't about "men's rights". Men have an equitable level of rights in most areas of the law - except for laws relating to discrimination, relationships and reproduction.
The focus of this site is on prejudice and gender-based corruption, often developed and supported by people in tax-funded positions. The prejudicial interpretation of existing laws and codes of conduct is the problem.
Many people in public positions make decisions based on fundamentalist Wimdria Law, rather than Australian laws and values. This creates and encourages an environment of prejudice and discrimination in the media, business, community and public policy.
The only men's right this site is advocating for, is the right for men to be judged as individuals, and not as someone else's stereotype.
Menistentialism is a branch of philosophy that considers important questions such as:
If a man thinks, and no tax-funded person is there to interpret him negatively, is this a thought?
If a man says something, and no tax-funded person is there to interpret him negatively, does he make a sound?
If a man does something, and no tax-funded person is there to interpret it negatively, is this an activity?
If a man obeys the laws, and no tax-funded person is there to interpret him negatively, is he innocent?
If a man exists, and no tax-funded person is there to interpret him negatively, is this a life?
Advocates of fundamentalist Wimdria law, and people of prejudice in research and the media, say - "No, of course not".
Others question whether this is valid, and ask - "Well, why not?".
